Geomatics Coordinator

Job Summary
The incumbent plans, organizes, directs, and controls geomatics-related activities within the municipality. He/she is responsible for all tasks related to the development and management of the Geographic Information System (GIS). He/she gathers, manages, and updates, processes, and analyzes spatially referenced data in the various geographic and non-spatial databases. He/she is responsible for linking the GIS to the municipality’s asset management plan, and for liaising with the finance sector.
He/she works with various forms of data (spatial and non-spatial) and organizes storage, distribution, and layout with the various applications. He/she also administers the permissions of the various user groups and responds to various requests, and actively participates in projects requiring his/her support and expertise. He/she works closely with the Information Technology sector, as well as with the various services and data providers.

Duties and Responsibilities

  • Build and develop the municipality’s GIS structure (data and metadata architecture, creation, updating, archiving, distribution, etc.);
  • Actively participate in the municipality’s asset management plan with the asset management committee and other municipal departments;
  • Plan, evaluate, implements, and disseminate the content, format and design of maps, applications, dashboards, and graphics using digital mapping techniques, design software, geodetic measuring devices (GPS) and a centralized geographic information system (GIS);
  • Act as GIS administrator and manage user licenses (ArcGIS Online/Portal);
  • Establish and follow a rigorous backup procedure for spatial data;
  • Maintain the open data portal and all other applications delivering services;
  • Act as a resource for municipal employees on systems such as MetroCount, GeoTab AVL, TotalPave, and incorporate their data into the GIS when necessary;
  • Ensure and maintain the integrity of GIS assets registered with Cityworks;
  • Participate in various Cityworks development and integration projects and provide resource support;
  • Analyze, modify, design, and implement various development scenarios, create visual content for different types of geographic maps and perform cartographic editing of various documents;
  • Compose, configure, and update various plans, maps, and geographic databases to map results, ensure their accuracy, formulate recommendations and evaluate solutions;
  • Develop tools for disseminating/collecting geographic data and infrastructure and land management tools, and interact with users to establish design specifications;
  • Research, collect and analyze geographic data and information, and take corrective action where necessary;
  • Provide specialized support to internal and external users to define their needs in geomatics technology, geographic information, requirements, and application related to project development, and train employees when necessary;
  • Produce related documents with computer graphics software such as graphs, diagrams, profiles, write and disseminate various reports and others;
  • Analyze and interpret aerial photographs, subdivision plans, engineering drawings, maps and prepare presentation of results;
  • Plan the acquisition and dissemination of high-resolution aerial imagery and orthomosaics for the municipality;
  • Supervise the compilation of information contained in databases and geographic information systems;
  • Administer databases, update data, structure, validate, integrate, convert, geocode, detect, and correct data errors, plans, thematic maps and digital registers following changes to land use and municipal zoning;

  • Manage spatial data, carry out geospatial analyses, and participate in the modelling and implementation of geomatic systems;
  • Assist the urban planner in the preparation of the municipal urban plan;
  • Prioritize mapping and GIS requests and needs from residents, contractors, developers and other entities, follow-up and ensure deadlines are met;
  • Prepare work schedules and milestones, check progress against these and follow up with supervisors;
  • Prepare technical materials and documents, and provide visual technical support for monthly meetings of the Urban Planning Advisory Committee;
  • Participate in the development, maintenance and implementation of policies and regulations to ensure the accuracy of GIS information, as well as the application of GIS user procedures;
  • Maintain a technology watch on geomatics applications and products to be developed, propose technical solutions, and develop new applications to meet user needs;
  • Perform other technical functions, without limitation, to assist in the realization of projects and the smooth running of operations;
  • Document GIS, administration, and application use procedures;
  • Organize environments for efficient mobile data collection;
  • Ensure and propose financially viable solutions for the maintenance and expansion of existing and/or future systems;
  • Carry out any other related tasks, without limitation, assigned by his/her supervisor according to his/her qualifications, skills, and aptitudes.

  • Comply with the New Brunswick Occupational Health and Safety Act and Regulations, as well as all policies and procedures established by the City of Edmundston with respect to occupational health and safety;
  • Work in a safe manner and comply with safety rules, work guides and procedures established by the municipality;
  • Collaborate and participate in initiatives aimed at establishing safe work methods and procedures;
  • Maintain all workplaces, equipment, and vehicles in a clean, orderly, and safe manner, and report any anomalies requiring special attention to his/her supervisor.

  • Actively participates in the continuous improvement program, optimizing work methods, tools, and equipment, analyzing the effectiveness of processes and work methods, and initiating projects to improve their effectiveness and efficiency.

Minimum Requirements

Education:

  • Undergraduate degree in geomatics, geography, or engineering with specialization in computer-assisted cartography; or
  • An acceptable combination of education, experience, and training in the field of employment could be considered equivalent.

Assets:

  • Graduate degree in a relevant field
  • Membership of a recognized professional association related to the field of employment

Experience:

  • Five (5) years of experience in a similar position

Languages/Licences:

  • Ability to communicate effectively in both official languages (in French and in English), both orally and in writing.
  • Possess a class 5 driver’s license valid in the province of New Brunswick

  • Ability to work with SQL languages and queries, dynamic web mapping platforms (ArcGIS Online) and development languages such as Python, Arcade, and JSON

Work conditions and environment:

  • Permanent, full-time, daytime position, Monday to Friday (35 hours per week)
  • Interacts with municipal management, department directors, employees, and colleagues
