SUMMARY:L’observation de la Terre : en première ligne pour faire face aux défis environnementaux et sociétaux
DESCRIPTION:L’observation de la Terre (OT) a depuis longtemps fait ses preuves en appui à la prise de décisions éclairées dans de multiples champs\, dont l’agriculture\, l’hydrologie\, la foresterie et la sécurité civile. Par ailleurs\, au cours de la dernière décennie\, un essor technologique et conceptuel intense a amené une multiplication des capteurs\, un raffinement majeur des résolutions autant spatiales que temporelles\, certes signes précurseurs de développement\, mais aussi d’enjeux sociétaux. \nS’inscrivant dans la foulée du colloque Acfas 2021\, L’observation de la Terre à l’ère de la 4e révolution industrielle\, cette édition se concentre sur quatre tendances clés : 1) l’introduction de nouveaux capteurs et plateformes innovantes; 2) les défis posés par les données massives; 3) l’utilisation de l’intelligence artificielle; et 4) la démocratisation de l’accès et de l’analyse des données. \nEn premier lieu\, les nouveaux capteurs (LiDAR\, hyperspectral) et plateformes (drones\, CubeSat) repoussent les frontières radiométriques et spatiales\, permettent la concrétisation de séries temporelles fiables et encouragent l’entrée de nouveaux joueurs dans le milieu. La multiplication des données d’OT nécessite quant une gestion de mégadonnées pour lesquelles les requêtes et l’analyse exigent des compétences complexes et un savoir-faire unique. Par ailleurs\, l’IA s’étant rapidement imposée comme incontournable en OT\, ses capacités d’automatisation et d’analyse révolutionnent le domaine du traitement des images\, mais\, en contrepartie\, provoquent des questionnements éthiques et sociétaux importants. Enfin\, l’accès et l’analyse de données d’OT se sont démocratisés grâce à l’infonuagique : ce nouveau paradigme ouvre la porte à une nouvelle clientèle de praticiens et praticiennes multidisciplinaires. \nCes avancées scientifiques et techniques constituent des tremplins d’innovation et de collaboration d’une valeur inestimable pour notre communauté et sont\, comme il est déjà possible de l’observer\, une voie d’avenir prometteuse.

This is driving an increased interest in the area of Infrastructure Asset Management (IAM)\, which in turn is providing an exciting opportunity for surveyors and other geomatics professionals to diversify on the basis of their geospatial expertise.\nIAM is a multi-disciplinary field of practice that brings together data on the condition and location of assets like roads\, utilities and buildings with analytics that assess how assets will age and wear under current and anticipated use patterns and environmental conditions. This information is then used to prioritize investment decisions to minimize total lifecycle costs while ensuring that end users receive consistent and quality service delivery.\nIn this presentation\, an overview of the principles of IAM is provided\, along with discussion of how IAM systems are put together in practice from a data gathering\, analytics and policy perspective. Many of the technologies which are driving advances in IAM have roots in the geomatics profession\, such as 3D laser scanners\, remote sensing\, GIS databases and least-squares and other prediction techniques and this presentation focuses on the geomatics and surveying underpinnings of this practice area. \n  \n\n\n\n\n\n\n\n\n10:30am – 12:00pm \n“Issues in Recent Court Cases: Indigenous title\, Shared natural boundary factors and Revisiting co-ordinates” \nPresenter: \nIzaak de Rijcke\, LL.M.\, OLS\, of the Ontario Bar and Yukon Bar (Ret.) \nSummary:  \nProfessional surveyors in Canada are good at adapting to change and new challenges. However\, remaining aware of trends in case law that will impact their professional and business activities is an important resource to have in meeting these challenges. The sheer volume of case law emanating from courts across Canada calls for proactive measures to “check in” periodically on trends and new developments in the law.\nIn the last five years there has been no shortage of new decisions – despite the impact of a pandemic which\, in many instances has meant trials\, hearings and appeals taking place by videoconference. In this workshop\, 3 issues are identified and briefly described\, with a high level explanation of what each one could mean for land surveyors across Canada.
