GIS Manager

The Manager, GIS will provide sectional leadership and guidance. You will implement and promote the City’s strategic plan and foster a culture of innovation, engagement, collaboration and respect. Reporting to the Chief Information Officer (CIO), you will lead, coordinate, implement, and manage the organization’s strategies and initiatives for the corporate GIS service. Key duties and responsibilities include:

  • Lead, coordinate, plan and manage all aspects of the GIS at a corporate level
  • Work within the City and with other agencies and partners to implement and mature effective GIS capabilities
  • Lead the design, development and implementation of GIS processes, capabilities, methodologies, applications, and strategies
  • Lead the implementation and operation of a corporate GIS governance model
  • Collaboratively develop and manage GIS priorities and oversee the implementation of the GIS portfolio
  • Establish and implement appropriate policies, procedures, and in support of the GIS
  • Establishes and manages GIS service levels
  • Oversees the effective, reliable operation of the GIS platform
  • Coordinate GIS activities with broader corporate IT initiatives
  • Provide GIS consulting, guidance and support to the organization; act as single point of contact for GIS-related issues
  • Oversee development of the organization’s corporate spatial database and other GIS capabilities

Qualifications

Your degree in Computer Science, Business, Geomatics, GIS Environmental Management or related discipline is complemented by 7 years of progressively responsible GIS experience, including considerable experience managing GIS and related systems in a medium to large corporate environment, preferably in a municipal setting. Certified Geographic Information Systems professional (GISP) designation would be considered an asset. Other qualifications include:

  • Advanced knowledge of GIS software and strong familiarity with relational database design as it applies to GIS software
  • Knowledge of land information requirements, field data collection systems and relevant municipal processes and policies
  • A firm understanding of database, networking and system administration concepts
  • Demonstrated experience developing and executing high-level GIS strategic plans, and managing integrated GIS and business solutions
  • Experience in business analysis, business process re-engineering and managing IT related projects
  • Experience managing ESRI’s ArcGIS software suite (ArcMap, ArcGIS Server, ArcSDE) and the GeoCortex platform
  • Proficient in Microsoft Office Suite and Microsoft Project Management software
  • Strong leadership and influencing skills, and ability to manage a workload with constantly changing priorities and technologies
  • Excellent verbal and written communication skills with the ability to communicate with all levels of staff, stakeholders and external vendors
  • Demonstrated analytical, problem solving and decision-making skills
  • Exceptional customer and client support skills with the ability to work both independently and within a team environment
  • You demonstrate Richmond Hill’s corporate values of care, collaboration, courage, and service
  • Must be willing and able to transport yourself to City work sites as required (mileage compensated)
