Public Works – Water and Wastewater   

Status: Contract Full Time ; 15 Month Duration

Salary Range: $89,469 to $111,834 per annum plus comprehensive benefits and vacation accrual

Location: 230 Advance Blvd, Brampton ON

Hours of work: 35 Hours per week

Who we are:  Water & Wastewater Operations business support team focuses on continual improvement initiatives and contract administration for the whole operations team.

Reports to: Supervisor, Water/ Wastewater Business Support

What you will do in this role:  

  • Develops sophisticated algorithms, models, statistical representations, pattern recognition, and data visualizations to process both structured and unstructured data sets and build insightful reports, dashboards and metrics utilizing BI tools such as Microsoft Power BI.
  • Completes user needs assessments, scoping and develop digital solutions for use by divisional staff using a variety of technology platforms and solutions.
  • Provide technical expertise throughout project lifecycle and develops user, technical design documentation, and end use training.
  • Work closely with project team to understand, document and validate requirements to ensure solutions meet project needs.
  • Design and implement user interfaces, maintain existing programs and applications, and develop automated processes to improve business efficiencies.
  • Identify and assess appropriate data sources to respond to various research or information requests.
  • Extract, transform and analyze data and information from a variety of sources including operational systems, to prepare management reports, metrics and dashboards.
  • Support the implementation of the Region’s Work Order Management (Maximo) system and act as the technical expert for the Operations teams including supporting scoping, configuration, technical and functionality requirements.
  • Design, develop and maintain metadata repository related to the enterprise information for assets.
  • Mine data to discover trends and patterns, develop algorithms to validate existing assumptions and processes.
  • Build predictive models using machine learning techniques such as decision trees, logistic regression and Structural Equation Modeling (SEM)
  • Conduct advanced statistical analysis and problem-solving utilizing data from widely varied programs and services to help realize service linkages and program objectives
  • Develop sophisticated data visualization, advanced web graphics and interactive dashboards to make large datasets coherent in order to better understand patterns and explain complex issues and results to decision-makers and the general public
  • Design, develop and maintain the Division’s performance measurement scorecards and dashboards
  • Develop and maintain positive business relationships with internal and external stakeholders

What the role requires: 

  • A University Degree in Computer Science, Information Technology, Statistics, Economics, Mathematics, Data Management/Science or related discipline
  •  3 years direct relevant work experience
  • Considerable experience in: Business Intelligence, Business Analytics, Business Strategy or Data Warehousing, Software Development, Enterprise Asset Management
  • Advanced Analytics, descriptive and predictive modeling skills utilizing Statistical Software packages such as SPSS, SAS, STATA, R and Text Analytics tools
  • Advanced skills using the Microsoft Power Platform (Power BI, PowerApps, Power Automate and SharePoint), ETL and RPA tools.
  • Experience working with JSON, XML, JavaScript, Python and SQL file formats
  • Familiarity with Data visualization tools
  • Ability to use a sophisticated blend of classical and advanced components like artificial intelligence, pattern recognition, databases, traditional statistics and graphics to present hidden relationships and patterns found in a large data pool
  • Experience with extracting valuable insights from large pools of data
  • Considerable experience extracting, transforming and loading data from operational systems
  • Considerable experience in business reporting, performance measurement and decision support systems
  • Combination of education and experience may be considered

Skills/Abilities:

  • Project management experience and demonstrated skills in working collaboratively with cross-functional teams
  • Ability to communicate complex quantitative analysis in a clear, precise, and actionable manner
  • Strong written and verbal communication skills with the ability to present technical concepts to non-technical audiences
  • Strong facilitation skills to be able to deliver training on technical solutions
  • Demonstrate a commitment to diversity, equity, and inclusion through continuous development, modeling inclusive behaviors, and proactively managing bias

Nice to have: 

  • Ability to apply geospatial analysis using geographical information systems (GIS)
  • Previous experience with the implementation and support of IBM Maximo
  • Certification or professional designations in at least one of the following areas is an asset: Certified Data Management Professional (CDMP), Certified Business Intelligence professional (CBIP) or Project Management Professional (PMP)

Work Mode & Job Location:
In this role, you’ll enjoy the flexibility of a hybrid work arrangement. This means you’ll have the ability to work off-site and on-site as needed, depending on operational needs at the 230 Advance Blvd, Brampton ON worksite. The frequency of on-site work may vary from week to week, depending on operational demands, which can evolve over time.

It’s important to note that your off-site work location must be within the province of Ontario. This ensures that we’re compliant with all regulations and policies.
