The Portfolio

Reporting to the Manager of Infrastructure Engineering, the Senior Asset Management Technologist is responsible for asset management and data analysis associated primarily with core (water, sanitary, storm water, roads, bridges) and also supports non-core (fleet, fire, parks and facilities, IT) assets. The Senior Asset Management Technologist will be supported by the Corporate GIS Team and will be the corporate lead in maintaining and updating the Town’s Asset Management Plan and ensuring compliance with O. Reg 588/17. They are also responsible for providing support in the development and implementation of asset management strategies and frameworks to support all of the Town’s departments, optimizing decision-making to support rehabilitation and replacement planning.

The Candidate

As a candidate for this position, you will possess a degree or post-graduate certificate in Geography, GIS, or a related discipline, or a three-year advanced diploma in Civil Engineering Technology, along with CET designation and OACETT membership in good standing. You will bring a minimum of five (5) years of progressive experience in municipal asset and infrastructure management, with strong proficiency in GIS, CMMS/EAM/CRM systems, and a solid understanding of O. Reg. 588/17 requirements. The role requires advanced technical knowledge of ESRI GIS platforms, AutoCAD, FME, infrastructure condition assessment standards, and asset management frameworks across all municipal asset classes.

Senior Asset Management Technologist

Asset Management Support (50%)

• Manages, inputs, manipulates and analyzes all applicable data sets associated with the organization’s Asset Management Program and related Asset Management Plan (AMP) Applications, including:
  • GIS spatial data for linear infrastructure e.g. roads, watermain, sewers, bridges etc.
  • Asset condition data for municipal assets (e.g. sewer CCTV records, road PCI, bridge BCI, FCI for Facilities etc.).
  • Reviewing and evaluating the quality of incoming data to ensure adherence to appropriate data standards.
• Lead and support a variety of projects related to development and improvement of Asset Management systems and processes, such as capital planning, benchmarking, inventory, and asset inspection.
• Support the development or update of the corporate asset management plan, including leading the development, implementation and review of service area based asset management plans and/or master plans in collaboration with internal and/or external stakeholder groups.
• Regularly monitors the utilization and performance of AMP Applications (CMMS, Road Patrols, sidewalk inspections, sewer CCTV) for core infrastructure, including performing quality assurance processes to ensure the integrity of data that is being collected/maintained.  Identifies problems or gaps and makes recommendations for improvements and optimization.
• Provides expert guidance and advice to support the development of short-term and long-term capital and operational project forecasts, including developing associated cost estimates, maps, and other visualization tools associated with the budget process. Assists with budget estimates and capital project prioritization using asset management principles, data analysis and mapping/visualization.
• Converts and analyzes infrastructure-related asset data, and generates maps, reports, and other types of visualizations to support staff in analyzing and presenting information.
• Manages hard copy and digital reference libraries for various departmental records, including engineering drawings, technical reports, studies, etc. generated from internal or external sources (e.g. consultants, Land Registry Office, etc.).
• Leads the development, documentation and maintenance of policies, standard operating guidelines, system documentation, training plans, etc. for the administration and use of the Town’s AMP Applications for core and non-core infrastructure.
• Develops AMP Application related training aids/materials, including aids for on-boarding new users as well as materials to communicate changes/improvements to the applications.  Also responsible for delivering training to users in various formats including in-person, virtual and hybrid meeting settings.
• Performs customer service and technical support functions related to AMP Applications, answering user inquiries in person, by email, phone, virtual meetings or in-person.
• Implements and maintains standards procedures and guidelines related to GIS workflow, data updates and mapping of assets.
• Performs manual data entry in support of various infrastructure maintenance programs.
• Maintains up to date knowledge of all applicable federal and provincial policy and legislation related to asset management and associated legislation, such as environmental compliance approvals for water, wastewater and storm water systems, and, and, and reflects those changes in recommendations and approaches.
• Supports the Senior GIS Analyst with the development, implementation, integration and continuing maintenance of applications, which support the Town’s Asset Management Programs (“AMP Applications”), including the Town’s GIS/Web GIS platforms, CMMS, EAM, CRM, and other corporate and departmental applications.
• Reviews and evaluates the quality of incoming data to ensure adherence to appropriate data standards in support of Asset Management Planning.
• Analyzes infrastructure-related asset data, and generates maps, reports, and other types of visualizations to support staff in analyzing and presenting information.

Infrastructure Condition Assessment Coordination (50%)

• Applies engineering principles and technical knowledge with respect to the administration of various condition assessment programs including but not limited to: Roads, Bridges/Culverts, Sidewalks, Sewer and Water Systems, Facilities and Parks.
• Prepares and/or coordinates the preparation and presentation of various technical documents (e.g. reports, drawings, specifications, cost estimates, agreements, requests for proposal, etc.) related to infrastructure condition assessments projects/programs (“Condition Assessments”) while ensuring compliance with town standards, policies and by-laws and industry standards and best practices.
• Performs and/or coordinates various asset management related field operations (e.g. inspections, investigations, topographic surveys, data collection, etc.) related to Condition Assessments and provides analysis towards safety and performance in relation to town standards, policies and by-laws and industry standards and best practices.
• Performs and/or coordinates field data collection using GPS and mobile applications to collect and verify GIS data to ensure the quality and accuracy of spatial data.
• Attends site meetings with consultants, contractors, utilities and members of the public to communicate issues, work progress, etc. related to Condition Assessments.
• Reviews change orders, payment certificates, invoices, etc. related to Condition Assessment projects and programs and makes recommendations to their supervisor regarding payment.
• Performs data quality assurance and analytics on asset condition assessment data.
• Collaborate and coordinate with other departments on follow up relating to asset Condition Assessments and provide technical guidance and direction as may be required.
• Recommend annual preventative maintenance programs for infrastructure assets and identify repair or maintenance needs based on inspection and condition assessment information.
• Collaborate and provide support to the Finance Department relating toannual asset related reporting such as PSAB and FIR.

Other

• Works in a safe manner in accordance with the Occupational Health and Safety Act, associated regulations, other applicable legislation, Town by-laws, policies, procedures, and guidelines.
• Other related duties, as assigned.
• The incumbent may be required to use their personal vehicle to travel to Town facilities, meetings, events, etc.
• The incumbent must maintain the ability to travel in a timely manner to Town facilities, other offices, work locations or sites as authorized by the Corporation for business reasons.

The successful candidate will possess the following:

Education

• Degree or post-graduate certificate in Geography, GIS, or a related field, or a three-year post-secondary advanced diploma in Civil Engineering Technology.

License, Registration and Training

• Certified Engineering Technologist (CET) and a member with OACETT in good standing.
• Certified training in ESRI GIS (ArcMap or ArcGIS Pro) and Asset Management through IAM (Institute of Asset Management) is preferred.
• Valid and unrestricted Class “G” driver’s license with access to reliable transportation and be able to travel to various work locations across the Town.

Experience

• Five (5) years of progressive experience in municipal asset/infrastructure management, CMMS, EAM, CRM and GIS systems.
• Experience working in a municipal environment is considered an asset.

 Knowledge/Skills/Abilities

• Thorough understanding of O. Reg. 588/17 data and reporting requirements.
• Sound knowledge of ESRI’s ArcGISPro, ArcGIS Online and ESRI’s suite of web and mobile applications.
• Sound knowledge of and experience with AutoCad and FME desktop software.
• Demonstrated understanding of the design, construction and operating processes of all municipal asset types (i.e. roads, water, sewer, storm, facilities etc.) and implementation of Asset Management strategies and frameworks.
• Strong technical knowledge of industry standards relating to infrastructure condition assessments including but not limited to Minimum Maintenance Standards for roads and sidewalks; OSIM for bridge and culverts; PACP, MACP, LACP for sanitary and storm sewers and Uniformat for Facilities.
• Working knowledge of database programming languages such as SQL, Python and Arcade for querying and automation.
• Proficient with Microsoft Office Suite (Word, Outlook, Excel, Access, etc.).
