There is an interesting blog post by Jeff Thurston about Russia making more of its technically outstanding geospatial data openly available. Jeff quotes Prime Minister Putin as saying “maps must be free and generally accessible lest the modernization of the economy become simply impossible.” During the Cold War Soviet satellite imagery of the world (outside of the USSR) was often better than that available in the West. Jeff mentions that a Federal cadaster initiative was launched in May of this year.
