Southern California Edison issues first RFO for energy storage

In September, SCE issued a Request for Offer (RFO) for new electric power capacity, including 50 megawatts of energy storage. It is thought that the SCE RFO is the first formal recognition by a state of the value of energy storage.  Delivery of energy storage for certain substations could start as early as 2015. All projects must be delivered by 2021.

In accordance with California Public Utilities Commission (“CPUC”) Decision (“D.”) 13-02-015, Southern California Edison Company (“SCE”) issues this Local Capacity Requirements Request for Offers (“LCR RFO”) for incremental capacity in the West LA Basin and Moorpark Sub-Areas. Products solicited include:

    Gas Fired Generation
    Combined Heat and Power
    Demand Response
    Energy Efficiency
    Energy Storage
    Renewable
    Resource Adequacy
    Distributed Generation

The basic requirement for energy storage equipment is that it must be dispatchable, capable of providing full capacity when requested, typically at peak, for at least two hours.  In addition it must be able to provide a minimum of four hours of full power over three consecutive days. The California ISO market will actually determine when the battery power is actually used.  Each energy storage project must have a capacity of at least 0.5 megawatts.  Energy storage projects are to be interconnected similarly to generation resources with SCE in control of charge and discharge.

Geoff is a frequent speaker at geospatial and utility events around the world including Geospatial World Forum, Where 2.0, MundoGeo Connect (Brazil), Middle East Spatial Geospatial Forum, India Geospatial Forum, Location Intelligence, Asia Geospatial Forum, and GITA events in US, Japan and Australia.
